Fish eggs or not?

Hi all,

I found this on a frogbit leaf last night and I'm wondering if anybody can ID it?

The leaf had been submerged and got caught under the Salvinia so I re-floated it and that's when i found it.
It is a jelly like blob firmly stuck to the leaf with with white spots in it.

Any thoughts appreciated!
