Obviously at that price certainly not Cree products.

Will probably be fine, generally the luminous intensity quoted is way more than actual, for Chinese LED's just add more LED's to cope with this.

Also the 240V products need to be in a case as not water resistant.
 
They are grow lights that give off a very pink light, like an even pinker version of the Salvinia Grolux or Arcadia Original tropical florescent bulbs.

They grow plants well but look very unnatural over an aquarium. You would also need a heat sink (ideally with a fan) or they are a bit of a fire hazard.
