Need to increase light for planted tank?

I currently have a Juwel Rio 125 litre (30-33 US Gallons) tank.

It comes with a Juwel High Lite unit comprising of 2 x 28w T5 bulbs. I do not think they are High output but just standard T5's

I want to have medium to high light for growing Dwarf Hairgrass and red plants.

Would I have enough light or not?

I was planning on adding another High Output 24w T5 bulb to the tank. Would one more be enough our would you suggest adding 2 T5HO bulbs?
 
2 x 28w T5 over 125 litres should be plenty for the vast majority of plants, especially with good CO2 and other nutrients.

Reflectors will help if you don't already have them.

The Juwel T5s are high-output. Juwel created an unusual new line of T5 sizes, but 3rd party manufacturers have cottoned-on so supply these new sizes too.
