It's more about the ferts and CO2 than light. If you go too high with the light to start with you can run into problems. Forget wpg, it's too unreliable and different forms of light have different outputs/intensities over the same wattage.

Remember light + ammonia = algae. In the beginning your tank will likely see some ammonia appearing, and combine that with too much light then you have algae. If you have less light things will happen more slowly and it will give you more time to correct any potential problems before they get out of hand. Once the tank stabilises you can always increase the light/co2/ferts to speed up growth.
 
Do you have a drop checker to check CO2 levels? I'd start at 1 or 2 bps and see how the checker responds. It depends on how efficient your diffusion is too, and what method you use.

You're going EI aren't you? What substrate are you using? If you have a complete substrate, you might not need to dose straight away, but there shouldn't be any harm in dosing from the start as long as you have light as the limiting factor. Plants will only grow at the rate permitted by the light, and you won't have deficiencies to encourage algae.
