amazing fert chart / what's wrong with this rotala?

What's wrong with this rotala? Is it (a) ferts, (b) CO2, (c) something else?

Have HC and stauro growing fine about an inch from this plant, so suspect it's not CO2. Dosing EI (Aquarium Plant Food trace mix) and pressurised inline CO2, and everything else is fine, plus yellow drop checker on CO2, and only shrimp in the tank.

Looks sort of like a deficiency to me. Is sort of similar in my other tank too, which is getting the same dosing. All other plants are healthy.

No expert myself, but the usual explanations to all my plant problems in the past have been poor distribution or fluctuating Co2, insufficient Flow, over feeding, insufficient water changes and lighting issues. I also take into account in my case I don't yet have the experience to grow some plants successfully such as HC and cypress helferi.
