I am looking in to the possibility of changing my lighting to LED but am unsure if it will do the job as my tank is 32" deep and the lights would be 4" above the water line so looking at 34-36" to the bottom of the tank.

Is there any LED lights that would do this depth and give good lighting at the substrate ?

That is the territory of more expensive, reefkeeping LEDs like the Ecotech Radion and AI Sol/Vega. There are some lights new to the market (GHL Mitras, and Maxspect Razor), that do have freshwater-specific versions. However, they're so new that there aren't any reviews of these freshwater versions yet. ADA have LEDs for aquariums up to 60cm in length (Aquasky), not sure about their depth penetration but some good reports so far.
