The button that allowed you to quote a post with one press seems to no longer be there, or am I just being blind?
 
If you select the text you want to quote a "Quote ME!" button should pop up and just click on it:

This uses javascript so its browser dependent and due to the nature of mobile/tablet browsers won't work on monile devices.
