Is This Algae?

Hi
I have had this problem for months.
Its only on the plants.
Tank is 18 months old.
Fish & Shrimp good, apart from some fin rot last month.
Co2 injection, all tests zero, lights 8 hours per day via LED.
Good circulation.
I have tried vacuuming off but not very successful.
Any ideas what it is and how to get rid of it?
Plants were growing really well now stalled, dying back?

The colour looks off, may be because of the light, so it's hard to say what it is. It could be diatom, BBA covered with detritus, cyanobacteria or biofilm, etc. I would try adding some shrimp and I recommend reading this guide:

"All tested zero", you mean everything including NO3, PO4, etc.? If so you need some fertiliser because your plants are not looking good.

By the way, if it is viewed under sun light, I think it probably looks like one of Ivan Mikolji's beautiful videos of fish's natural habitat.
 
Like xim said shrimp are the way forward. You could try softly scrubbing the plants with a toothbrush during a water change.
 
Can't beat that. Especially for leaves that melt, much more gentle than a toothbrush
