New tank black dust on cryptocorines

My planted tank was set up a week ago and I have a black dust on crypto willesi. Substrate is tropica soil, dosing tropical plant nutrition and easycarbo. No fish yet. I am using the fluval Roma 12w LED and the Fluval fresh and plant LED 32w. Should I ignore this or try and remove it? I have ordered a co2 system but it won't be here for a week or two.

I think it could be the start of diatom algae but is more likely dust from the tropica soil. Does it come off easily if you move the leaf or do you have to rub it off? If it is diatoms, it should go away on its own and is quite common in new tanks.
 
If it comes off easily it could be from the tropica soil. I use soil powder and found on the first fill of the tank there was a lot of suspensed particles in the water column. Some of which settled over time. Also happens if disturbing the substrate and the stirring up the detritus.
