Here is a little update a month after I changed the substrate and I have to say I am really happy I decided to move from sand to gravel, plants have been growing much better and i am sure things will be even better as the tank progresses

I have seen tests made by people on tubes and they really lose their brightness in time. I agree with you that you don't have to change bulbs every year but unlike media, bulbs can be changed every year.
