I do mine Sunday afternoon when lights are on and it doesn't seem to affect anything.

My old man used to have a 3ft/90cm deep tank, he's 5' 8", and it just wasn't worth the hassle. I would say you need to be able to comfortably get to the substrate and 70cm would put your armpit in a world of pain from the tank edge if you were tinkering for any length of time, if you're not...
