You probably have hit a bad batch.
There are few people in past complaining of Amazonia turning to dust.
It is normal to have some but yours seems excessive.
Usually it keeps its shape quite well for years.

Yes you can do that if sand is the look you are after or just aqua soil on top....I personally tend to plant very heavy so no open spaces for sand. Can't help it ,just keep sticking plants in whereever I can fit.lol

Tropica Plant growth substrate unlike soil that is light and powdery goes like a firm clay layer with time.I have used it without separation and managed to separate 90%of the sand after 1 year without issues when I restarted the tank.

I have inert sand gravel and sand in my tanks and it grows plants well but nothing compared to aquasoil.
If U will have the urge to move plants soil (dirt)base can be a bit messy.
U can sprinkle some osmocote on bottom too with good results if U opt for gravel.

It shouldn't be very soft but yes it will get crumbled between your fingers with some pressure aplied.
There was one case in here that the soil turned to silt shortly after flooding.Bad batch I suppose.But thats the only time I have heard of it...

U can use alfagrog,lava rock or coarse gravel in bags to build height and cap Tropica soil on top of it.It will save U some cash and have a good tested substrate

I will advise to chsnge substrate.The gold fish will sift trough it.And will crumble it down making a right mess.Sand will be best in my opinion .Thin (2cm) layer fine sand will keep them happy while preventing anaerobic substrate and getting filled with muck.

There is no problem to layer the substrate and hardscape it and leave it dry.The aquasoil and additives are dry anyway.U can cling film it on top and wet it 24 hours before planting to let it soak well.
Not sure how will the additives react if kept moist but not flooded and water circulated...
