I would try giving the spray bars another go, but maybe drilling extra holes inbetween the pre=drilled ones, or drilling the existing holes to make them bigger - it lessened the force of the outflow, or try blocking the inlet slightly...

Hydor Prime do an external filter, rated for 75-150l for £38 in my LFS. I don't know what it's like though. I use an Eheim HOB on my 20l, it was only £20, provides extremely good flow (even the carpeting plants sway) and we've even got a heater housed in it which means less equipment in the tank.

You would be better off swapping the phosphate, nitrate carbon pads with something Ray mentioned, since those medias will remove beneficial plant fertilisers. The other media will also provide you with much better filtration. Incidentally, did you wash the new media before running the filter...
