Welcome. Your first priority I think is injected co2. Stripping down your tank and starting again (i.e. with active substrate) may not be impossible whilst keeping same livestock but I will wait for others to advise on that as haven't done it myself.

I've ended up buying mine mostly online. ADC in Great Portland Street have some decent shrimp in and occasionally some interesting ones but not cheap. Have also bought from Living Waters in Croydon and Wholesale Tropicals in Bethnal Green.
