If theres not much there, you can simply run your fingers and remove it. Thats the quick and easy short term.
However its best to address the problem for the long term solution.

Critters I meant was clean up crew. Amanos, shrimps, snails etc :)
Moss does take a while to settle, but once it does it grows wildly.

Is the flow hitting the moss? What about critters? Are there shrimps who are doing some cleaning.
Moss can be grown in many ways and if you are already uppying the light and co2 it should go boom. What is your tanks tempreture? sometimes certain mosses dont...
Best thing is to pick these out. Leaving mosses on tubs in the sun will cause hair algae growth.
Happened to me last year when I went on holiday for 2 weeks. I lost 15 tubs of various mosses to heavy algae growth and could only recover some.

Regarding spot dosing. Would you advise on removing any known BBA sources and simply spot dose on affected areas and then proceed with a water change?
I presume this is spot dosing Easycarbo neat? I have some manzanite branches affected with this and it is a little unsightly.
I simply pick it out. I use an unused airline toothbrush. Just twist it like spaghetti to remove it. I always seem to have some that I cannot remove so its a never ending battle.
How long is the hairgrass? I know to encourage beter growth Ive been told to trim it down to about 1 cm.
However If you had a bigger picture of the tank? Possibly you need more flow to the hairgrass?
To me it looks like its just run out of legroom.
Yopu will find adding shrimps and nerites and ottos might save your tank somewhat.
Adding a handful of MTS will also be beneficial. Adding something like red nose shrimp will help clear some of the harder algae, but the shrimp will have a feast and you will end up with hundreds of shrimp if you...

This is indeed a good read. I have a rena 350 as well and just started it up last weekend and is now scaped.

I guess rinse the gravel and treat as a completley new tank. Either way the tank will have to be cycled in order to stock fish.
You can add some filter start to the pads in the filter compartment etc.
Ive only had that happen to me once, but it was on a piece of wood which I didnt soak in...
