My tank starts to look like this if I ease off with maintenance / water changes.
40L a week may not be enough and is leading to a build up of organics.
Other opinions are available...
Imho....
You should consider bigger weekly water changes.
The best advice I was given when starting out,was keep the lighting under control, and keep the tank clean.
Personally, 25% WC for a co2 enriched tank is asking for trouble.
(Cue a poster ,who successfully does this :D)

Honest question,no insult intended.How often do you clean the filter ?
The only time I've had staghorn is when I've got slack with tank husbandry.Either dirty filter,or disturbed substrate and not done a larger enough WC.

Consider adding some easy,quick growing stems (even if only in the short term).

What level are the led tiles running at,100% ?
Also,neither of your ferts seem to contain Nitrate.Are you dosing any?
Lastly,do you know what the plant substrate is?
Far from being expert in these things, but the one & only time, i've had BGA was from late autumn when i noticed the setting sun would hit the tank differently

How long has the tank been running, it is a new set up ? =Diatoms
When you say Nano, how big is it ? Oto's will go through Diatoms quickly IME, but not necessarily advisable in a very small, immature tank.
Personally i do this, with water i removed from the tank whilst doing a water change.Rather than untreated tapwater.
You can wash the hardscape anywhere you want, as the bacteria you're wanting to keep, grow most readily in the filter & substrate.
Whilst they can be useful, not sure a shoal of these in a 2' tank is a great idea.

To the OP.Try using tank water for cleaning the media.Sure you know this, just thought i'd mention
