advice needed

hello, i have juwel rio 180, which is currenty going through algea out break. i am going to redo the tank in a few weeks, equiptment for the new set up is:
eheim ext filter = 1025 lph
eheim ecco 300 = 700 lph
2 x 45w t5, 1 juwel nature & 1 arcadia plant pro j5
presurized co2 with solinoid & ceramic diffuser (if needed)
timers

i have got bog wood & some rocks but will buy more

i currenty use eco complete but i dont like it, the gains size are so different is size from bag 2 bag, i want to use ada aquasoil but im not sure how to cycle it correcty or how much i need for good thick bed, tank size 100cmx40cm

my tap water stats are ph = 7.1, kh = 5, gh = 8, i plan to dose with tropica & change 50 lts per week, which would be about 1/3 of water after substrate & rocks & plants are in, i want to use some of the plants from the current set up which are crypt wenditi green, echindorus ezlot, jave fern (cant spell its fancy name) & sturgoyne sp,

i will have lights on for 7 hours per day with a cover over tank when lights not on.

i dont mind using c02 if i need it, i really want this to work better than my last effort

my questions are
1 = how to cylce ada aquasoil to limit leeching
2 = is my plant selection ok
3 = can anyone see a problem with this plan
4 = do i need c02
