Alkalinity <1 on aquarium, 13 in tap water???

Hey guys, so I don't understand much about chemistry but idk why my alkalinity on the tap water is 13 but in the aquarium is <1.
I started the aquarium on the 2nd of July with API quick start.
Did a water change on Sunday and my GF wanted fish so we bought 4 guppys. The fish look fine but supposedly low alkalinity is very bad for fish.
Anybody has any idea?
