Hello

I am aware that aquasoil releases ammonia for a few weeks.
Nkw I am not planning to introduce fish for eight weeks so
I was wonderig if frequent water changes will still be necessary
as soon the tank is setup or can I do one water change a week say
30%?

The water changes are still very necessary. They're to keep the organic load down so you don't suffer algae, and if you're using a eutrophic dosing method, to reset fertz levels and remove plant waste metabolites. The often quoted norm is 50% every day for the first week, then every second day for the second week and every third day for week three, and finally one every week thereafter.

You may get away with less, but if you're just starting out and not very experienced it's probably better to stick to that water change regime, it'll give you a bit more wriggle room when it comes to making mistakes, such as too much light, poor flow and distribution, inconsistent CO2 implementation etc. It's probably more important if you're using AS since it's hugely impregnated with fertz.
