Betta - Tail Blisters Identification Help Needed

My Betta had a blister that disappeared on its own but now there are multiple ones and I don’t know it is an irritation, bacteria or other. There are three blister like things on his tail the furthest one down actually looks like a clear bubble.
1. Can anyone identify what is possibly going on?
2. What I might try for treatment

Have you done anything to the tank recently? Could be caused by ammonia or nitrite spike rather than damage to the fins. Something like Myxazin by Waterlife or esha is available here to treat hemorrhaging not sure whats available in US Either way plenty of water changes to start. A filter clean

This tank has been a constant challenge. I replanted it a 3weeks ago and added some root tabs to the soil. I have an airstone running constantly to help with water surface agitation. The betta love to ‘play’ in the bubbles. The tank constantly has a lot of detritus and I struggle to clean it because the roots of many of my plants are un established and possibly struggling to do so.

I will certainly start back on daily water changes for the next bit. I clean the filter about twice a month, but will start weekly cleaning now. He had a bubble on his tail before I replanted the tank but it went away in its own for a few weeks. Now it’s
and worse.
