Blue- Green Slime Algae in Betta Tanks

I have this problem with the algae in both my betta tank and my betta breeding tanks.

The tanks are 3 litre (the betta tank) and i change the 1/6 water everyday.
The plants in the tank are java moss and amazon fogbit.
THe light is a 24w (spread out over the 4 tanks)

The breeding tank is the same with a 9w light.

Any tips on getting ready of it and preventing it./

sounds like cyanobacteria.
If so, upping nitrates gets rid of it.
