CO2 Flow Problem

I have a D & D CO2 unit which uses a Hydroponics Regulator Valve and I have an AE Cup Diffuser in the tank. Cant get a steady flow of bubbles. It runs with a rapid uncountable bubble count for a few seconds and stops, and then starts and stops again and so on. Presumably I should be able to achieve a staedy regulated flow?
