Concerned I don't have enough light.

Hello, I've recently got round to sorting out the tank I refer to as the 11" cube out (its not really a cube its actually l11xd10xt12). I'm running 18watts of pc light over it currently but I can't help but feel worried that this isn't enough light for the plants I've chosen.
I've ordered a second 18 clip on lamp but would this give me too much? 36watts is alot... It would give me nearly 2w per l If my maths is right...
Anyone want to help me out?
 
I would have thought that 1 watt per litre would have been plenty of light, even for a nano! I ran 11W over my 12" cube and that did ok, but I didn't try high light plants in there. I did have Rotala wallichii and Cabomba growing in there though...
 
I've got rotalla wallachi in there and I've Blyxa and Downoi on the way.
I'm worried because my 22l 18w is low and james said he'd found UG difficult with 22w on a 25l and dave spencer had said he found 33w over 20 to work best.
I should be okay, I think I've always got the second 18w if I decide I need it.
