Does it matter if the tubing is too long?

Hi

my inlet and outlet tubing is slightly long, resulting in a slight dip before it rises up to the tank. Does this matter?

The longer the hose the greater the resistance caused by the hose so the greater the reduction on flow so less filter output. However the greatest reduction in filter output will most lickly be the filter media or some other valve on the filter itself or the output pipes.
IMO the extra length of pipes you have will have little is any effect on filter output, a little extra length will help with the maintenance when in comes to cleaning your output pipes
