Flexi mini led + 30l cube?

I have just changed my lighting over my 30l cube from a pair of leddy smart to one Flexi mini led.

Going from 980 lumens to 690 lumens 8h/day, my plants seems to struggle with the change...

Is this normal? This pictures are taken today one week after the change of light.

Or could it be something else?
