Hairgrass springing up everywhere

I've got quite a few bits of hairgrass springing up where I've not planted any.

Not being sure how hairgrass spreads itself, I'm guessing it sends out roots that travel under the substrate. If this is correct, and I pull the shoots out, am I likely to pull part of the substrate with it, are they big roots?
 
Yes, this is how Eleocharis (hairgrass) spread. You can pul out the runners easily - they do not have very strong roots. You can then re-plant, where wanted.
Thanks for the help Mick, really appreciated. Wouldn't have thought of replanting the roots I pull out. Makes really good sense.
