Help identifying unusual plant growth

Would anybody be able to identify this unusual plant/growth? It grows around/among the area where my hardscape breaches the surface, often growing among the plants attached to the wood (Fissidens, Hygrophila pinnatifida).
The amount you can see in the photos will grow in about 10 days. I wasn't sure if it was perhaps roots, however I have both Fissidens and Hygrophila pinnatifida elsewhere in the tank and it doesn't appear there. It's easy to remove by twisting it around a toothbrush, however i'd like to understand what it is.
