Horizontal Regulator

I don't see any reason why not. Probably best to check with co2art though.
 
I think the only problem might be with the bubble counter if it's attached to the regulator. Bubble counters will work whatever way you have them, but you want them vertical for ease of use.
An inline bubble counter solves this, as you can put this anywhere. Here's a thread regarding a similar issue - https://www.ukaps.org/forum/threads/regulator-set-up.56849/

Here's how mine's set-up. Bubble counter wouldn't fit in the cupboard if it was attached to the regulator.

Your bubble counter would count the bubble as it is being input is at the top and the water will just be pushed out or it would work at all due to check valve only allows flow one way ( which the pic it looks like the later IMO)
