Issues with my planted tank.

Hello everyone.
The setup is started mid December.
Tank specifications are.
Dimensions : 60l/40h/30w
Filter :Tetratech ex700/700lph.With the original spray bar on the short side of the tank.
CO2 : pressurised via Fe and inline atomiser on the outflow pipe.A bit over 1 bubble per second to achieve lime green drop checker.
Substrate : 4 years old mixed Ada Amazonia 2 and power sand S used in previous setups for 5 months and bagged away.
Lighting. Pl-l compact lamp 36w soon upgrade to 55w
Decor:Ada seiryu stone
Plants:
Lobelia cardinalis dwarf
Pogostemon helferi
Staurogine repens
Micranthemum umbrosum
HC Cuba
Bucephalandra mini needle leaf
Hottonia palustris
Cryptocoryne legroi
Anubias petite
Fert dosing:
ADA Brighty K -3 pumps per day
ADA Step 1 - 2 pumps per day
Easycarbo- 1.5 ml per day
Tropica specialised fertiliser-1ml per day
After trimming Green gain as recommended for 3 days
Inhabitants :8 Honey gourami
3 amano shrimp
2 otos

The issues Im having is poor rooting of the plants.Yellowing and browning of the older leaves followed by leaves lose.Stunned grouth. Brown algae over plants and stones.When started the aquarium didnt rinsed and separated the power sand of the aquasoil so is all mixed up.Doing a 50% water change per week and run a air pump for 6 hours at night for better oxygenation.
In past had a good results using the same equipment is it possible the old aquasoil to be causing it.Most of the plants are growing but not at their best and get covered in brow algae quickly even if they are fast growing .
Any advice or recommendation is welcome.

Hi konsa, the brown algae sounds like diatoms which is common in new setups, it sounds to me your maybe lacking flow around the lower level of the tank which will mean the plants aren't receiving enough co2 & nutrients to establish themselves well, a picture or two of the tank/plants may help members offer some advice, welcome to ukaps.

I was thinking the same thing as at the moment filter is packed with media and the actual flow is redused a bit.Plus the stones are arranged in a way that creates few zones with low circulation near the bottom. Having said that on the side where the flow is on its maximum plants still yellow and are strugling to root.The crypts are with only 4 -5 thin roots on them for some reason but having decent grow after the initial melting.Eleocharis parvula is refusing to spread and as soon as I trim it goes brown apart from the new grouth which is fine.Tried few 1-2 grow plants Pogostemon erectus ,Gratiola viscidula,with no success as they melted away from the roots upwards still have few tiny stems left but sceptical about getting them going as the gratiola is with no roots at all after over a month in tank.Althetantera mini is still holding and slowly growing.The strange thing is when I put a new plant in almost in all cases the existing roots die off and then new finer ones are prodused.The only decent rooting is with the Staurogine.Having issues to upload pictures as it says they are too large

Some of the plants on pics look much greener than actually they are
