filter 850l/hr, my hose diameter is 16/22, aquarium 60cm. Will choosing a smaller lily pipe, 12mm one, create a stronger outflow current due to the smaller size or is it better to just pick a 16mm pipe?

Changing the diameter of a pipe using a reducer or expander will change the pressure and the flow velocity; a pressure drop increases the flow velocity and vice-versa. You can calculate the impact of such reduction using (pipe) fluid dynamics in case you are interested. The bends in the pipe and the shape of the reducer will also contribute. When you refer to "outflow current" you are probably describing some combination of pressure and flow velocity. So, by adding a reducer you will not be creating a "stronger" or "weaker" current; you are just changing the relationship between pressure and flow velocity. What is your goal?

my goal is to get a stronger current flow

A reducer will increase the flow velocity at the expense of pressure. Without the reducer, the fluid will have higher pressure but lower velocity. You cannot have both, as Bernoulli described a few centuries ago. If you want a truly “stronger current flow” then you need to upgrade to a filter with higher output instead of trying to circumvent physics ;)
