Loads of tiny bugs at water line. What are these?

Hi all,

I keep seeing small clusters of these bugs at the water line. They're tiny, line 1mm in length. I squash them and remove them from the glass, literally 2 minutes later there's more. Been going on for about a week I think. They also seen to be able to stand on the water surface and also fly / hop around.

What are they?

I have lots of surface agitation and run a surface skimmer after getting mosquito larvae about 2 months ago. Although the water level did drop too low for the surface skimmer to be effective for a few days and now these things won't go away.
