low light floating plant.

Depends how low 'low light' is? What's your watts per gallon?

Good floating plants, IMO/E are Amazon Frogbit and Salvinia. These are easy to grow, easy to control, relatively large and attractive. For higher light I love Ludwigia glandulosa which is a floating stem plant with little floats at the internodes.
 
I'm growing Hydrocotyle verticilata floating at the moment. It grows out of the tank (open top) and goes nuts with 18w T8 over 54litres. Get's a bit out of control after a while but just needs trimming, untangling and job done :) most hydrocotyle can be grown like this I believe.
