Moss Dechlorination

I think dechlorinating is more for the benefit of filter bacteria than fish or plants ie chlorine will kill off the good bacteria we want in the filter as well any baddies in the water. I don't see why plants wouldn't grow in 'normal' water but then I'm no expert :)
