Once it is fully cured it is. The common hobby sticks are all polymer based glue of a safe food grade quality. It also contains a resin as hardener, that's why its so hard after curing. If you're looking for something safe and easy to use wich stays flexible and soft is Tec7 polymer kit. It cures a bit faster than silicone and is also a bit harder. It sticks to about everything and even bonds and cures under water, safe for aquatic life in both conditions freshly applied or cured.

Sure I have seen a tutorial aquascape using this were James Findley TGM uses it to raise rocks?
