Obviously a filter setup for a mainly fish tank, otherwise the ceramic is way over the top and with all the filter media packed in there would be a massive hit on output. With fish only tanks flow isnt so critical in the tank, but better flow in the filter does help the breakdown of nitrogen compounds esp with canister filter being mainly anaerobic, better flow always increase the oxygen supply to the bacteria in the filter.
However for a mainly fish tank, I would agree with the setup, as there is less detritus in fish only tanks and having all the mechanical filters in the bottom tray means the water is well polished before it hits the ceramic media, and seeing the ceramic media is biological filtration only getting rid of the detritus before it hits the ceramic is the way to go IMO
