Using old light to grow plants indoors

Alrighty, I have an old terrace with no direct sunlight for the next year, not wanting to lose some cacti I have had for a good 10 years I have to get an artificial light source to hopefully keep 'em good.

I don't have any T5s but I have a few LED aquarium lights from the last few years, could I use these with any kind of success? Probably 8 hours a day in a cupboard somewhere...

I know not all LEDS are built the same, so if anyone could recommend a plant growing stem for cacti, I would be happy - bonus marks if it can help germinate chilli/pepper/tomato seeds
