I would say its a propeller style of impellor which is a regular/popular style esp for boats
What filter is that impellor from?
Looks as though it's shaped to fit into the housing!

Sorry, you meant what does it do 
. It spins round and push and pushes the water in one direction so creates water movement/flow, give it a good clean, clean the housing as well pop it back in and good to go

In the pumps specification description, it says it will still pump water at very low water levels and this makes it ideal to use in a terrarium or in shallow dishes if used as an indoor Table fountain.
Looking at the impellor blade design it has 3 scoops and I guess that's the design you need to still work at low water levels. A straight impellor blade won't do that this sufficiently.
