What plant is this, how do I cut it?

Hi,

does anybody know what the tall plant at the front is called?

and now it's reached the surface how should I reduce the size, is it a case of cutting the stem from the bottom then planting back in?

In my tank it grows best as a surface plant rather than planted as a stem.

So you could just let it grow and trail across the waters surface. Obviously if you go that route be careful that it doesn't block light out from the rest of the tank.

Do you mean it doesn't have to be planted into the substrate, so I could just have it floating on the surface? My fish keep removing it from where I position it, so that would be a better option
 
It may be a Cardamine, but it also looks a lot like Watercress! If it is then I don't think you'll be able to grow it submersed.
