What's this algae and how can I obliterate it

All of my anubias (except new growth) and most of my other plants such as s repens have this brown stuff all over the leaves. If I rub the leaves with my fingers it does come off but not easily, which makes me think it's not just aquascaping dust but an algae. What is it?

Is the tank new? Diatoms are quite common when you've recently set up.

Reduce light for a week or two. Physically wipe off or get Otto's to scoff it.
