Where to get cheap light bulbs.

I have an Arcadia t5 60cm long running 2x25w light bulbs. I can't remember the website I got them off, I think ceg recommended it to me but can't seem to find it.

Next question could I get bulbs to fit with say 15w ? In looking for that white light look you get off led's
