In my case problem was with tubes being too long and bended. If you dont want to cut tubes (like me) then trie to lift them and give them a little shake. Before that fill the filter with water and turn it on.
I have this filter (actually 2 of them - 1 is brand new) about 2,5 years now and it is great. Lot of people has it in my country (Croatia) also.
Original name of this filter is Haqos EXPRO 500.
It is great little hang-on filter, very-very silent (cheramic shaft), adjustable flow, lot of space...
I have that filter (2 of them) about 1,5 year from the original manufacturer. It is called Haqos EXPRO500 and it is great filter.

In my country Tetra EX1200 is only 18 euros cheaper than JBL e1500. JBL e900 is even cheaper than Tetra about 40 euros.
Also I like their 4 years warranty.
I think your aquarium is too small for even one gold fish. They need much more space.
You shold consider buying some other kind of fish (like betta splendans) or RCS.
