Much easier I think in wet substrate, but only 1/4" of water. That way plants won't float up and will be held in place by the heavier waterlogged substrate.
Just in case anyone else stumbles across this thread and wonders what the answer is ...
The easiest I found (not entirely by design) was indeed damp. Dry didn't really work and wet (when I tried a little re-planting) was a complete nightmare.
