Personally I would try to keep the filter media in the tank. It won't do well in the canister for a week.
If it was me I would put the media in some sort of mesh/tights and keep it above or near the air-pump to keep water circulating through it.
Snails are a good match. Seriously.
Fish will tend to eat baby shrimp and the dimensions of the tank really only make it suitable for shrimp (and snails [emoji4]) anyway.
How basic is basic? You may not even need the CO2 which would make things a lot easier tbh.
The CO2 connected to the venturi will not really work. The CO2 needs to go through some form of diffuser to break the large bubbles into micro bubbles.
This is really tough! There are so many aquascapes to choose from. I will stick to UKAPS to narrow down the field.
My choice comes down to it being a brilliant aquascape (of course) with great attention to detail.

Ultimately I'm not sure there is ever going to be a consensus on it.
Do you have the straight adapter for the filter outlet? This attaches to the current outlet and directs the flow parallel to to the surface. I find this gives better flow and still agitates the surface.
I always struggled with anything but duckweed in my Juwel tanks. One thing you could try...

Does the tank have fish in?
I have snails in all tanks and they are never a problem. I just find that if the snail population does get too big then it is a sign I am over-feeding my fish.
They can only 'see' the food if it moves. Amphibians can be encouraged to take food - for example you could feed a large bullfrog on dead mice - but you have to wiggle them about a bit.

I would continue with the excel. I assume you dose this daily? You should dose the ferts daily as well. I would take the weekly amount and divide by seven and dose. As the plant mass increases (or it you still see signs of nutrient deficiency) then I would up the dose...
TNC Complete would be better especially as the fish stock is low. TNC Complete contains macro (nitrate, phosphorus and potassium) ferts that TNC light does not. When you enrich a tank with carbon via CO2 injection or a liquid product like Excel you increase the demand for macro nutrients...

First thing I would do is remove the reflectors to reduce the light intensity and relieve some of the stress on the tank.

Interesting! I had read that RO did not need dechlorinating. I have DI resin that gives me a TDS of zero but I will go back to dechlorinating to be on the safe side.
I accept that carbon makes growing plants easier but the difficulty comes in the implementation of the chosen method. How often do we see threads about plants suffering carbon related issues that take a lot of time to solve.

I also noticed that with the Opti-White glass I could clearly see down it from the top to the bottom. Mine is 36cm high. With the normal glass I could just about make out the bottom.
