If money is a limiting factor, a compact fluorescent light fixture would be feasible. You'll have several light bulbs to choose from like daylight, aquaflora or a mixture of both.
Try using a glass diffuser instead of inline. A clogged intake can slow down the output and may cause the external canister to suck air through the canister cover or joints of tubings.
I don't like to use power sand under AquaSoil substrate. The power sand looks awful when it pops up from the bottom (it usually happens when uprooting plants).
Home test kits may not be 100 % accurate but they can give you a rough estimate. Combining that with planted tank observation, the amount of maintenance you have done - you can do something to solve a problem. :idea:
