Flow rate for 12l tank

How much would be too much?
Im looking at an external but its rated as 1000lph...... which is almost 100x per hour?
Will be shrimp only unless i find some extremely nano fish (danionella sp.)

I have a Niagara hung on filter on my 12 litre tank, I have tried the 250 and the 300, would recommend the 300.
