More often than not I find that we have to direct new members attention to the guidelines for posting questions. Unfortunately, the guidelines are very easy to overlook in the sticky section (they should be in bold).

in addition, I think it would be helpful if the "Post thread" form would show a reminder and a link to the guideline for the specific subsection the member is posting in. I created a quick mockup so you can see what I mean:
