Will a Lily Pipe Outlet help with distributing CO2?

Hi.
Currently I am using the Oase stock filter outlet and struggling to get all of the CO2 from the in tank diffuser around the whole tank.
I'm wondering if a small Lily Pipe will help? Seen online that they do create a kind of vortex in the water.
35 litre tank.

It will depend on the kind of flow the pipe creates but I wouldn't expect it to be all that different tbh, the vortex they make is more for surface skimming.

If you can try placing the diffuser under your filter outlet and see if that helps, it's worked really well for me. Basically using the filter as a reactor.
