its hard to see on rather unclear photo's, but it indeed looks like it.. An other thing i notice, the fish seem to suffer from bulging eyes (pop eye).. At least for a common goldfish the eyes shouldn't be potruded that much. It looks suspicious. In combination with the white spots it could be related.
