In hard water shrimp are probably your best bet. If you can find them Celestichthys(Danio) erythromicon are a small non-shoaling fish. The males fight (and they aren't easily sexable), but a male and 3 females would be OK.
If the water is acidic then there are a number of small fish from "black water" that might do, a lot of them (Parosphromenus sp. etc) are fairly specialist.
Scarlet Badis, chilli Rasbora, heterandria formosa, danionella dracula, glass gobies, dwarf bumble bee gobies, there used to be a website that listed all the fish that grow no more than 1.5cm.
