The one Paulo linked too was the one I was thinking about, but couldn't find. The one you link to Chillie is the same as the last one I linked too I think.
Depends how much light you want etc. 9w would be sufficient to grown most things (but slowly). Just look at Saintly's Purple Rain scape. I believe that's 9w with no CO2 etc etc (though it had CO2 for the first few weeks I think).
